Which VRT Form Do You Need?
The Irish Revenue Commissioners use different forms depending on who is registering the vehicle and why.
| Your situation | Form needed | Direct download |
|---|---|---|
| Private individual importing a car for personal use | VRTVPD2 | form-vrtvpd2.pdf |
| Motor trader / authorised dealer (TAN holder) | VRTVPD1 | form-vrtvpd1.pdf |
| Vehicle not in Revenue's database — need a manual estimate before purchase | Form VRT Estimate | form-vrt-estimate.pdf |
| Transferring residence to Ireland from inside the EU | Transfer of Residence (TOR) | Submit via MyEnquiries on revenue.ie |
| Claiming any other VRT exemption (diplomatic, disabled drivers, charities) | Specific exemption form | Request via MyEnquiries (National VRT Service) |
| Claiming VRT export repayment when leaving Ireland permanently | Export Repayment Scheme | revenue.ie/en/vrt/export-repayment-scheme |
| Buying from a dealer inside Ireland (vehicle already registered) | No VRT form — motor tax form RF100 only | Available on gov.ie / motortax.ie |
Rule of thumb: importing a vehicle from outside Ireland → VRTVPD1 (trader) or VRTVPD2 (private). Other forms cover specific exemptions and edge cases — request them directly from Revenue once you know your scheme applies.
VRTVPD2 — The Form 90% of Importers Need
If you're a private Irish citizen or resident bringing a car from the UK, NI, EU or beyond for your own use, VRTVPD2 is yours. It's the Vehicle Purchase Details form for "Persons other than Authorised Persons" — Revenue-speak for anyone who isn't a registered motor trader.
The form is structured around three blocks of information you need to provide:
-
1
Purchaser details
Full name, PPSN, address, contact details.
-
2
Vehicle details
Make, model, statistical code, VIN/chassis number, engine capacity, CO₂ and NOx emissions, transmission type.
-
3
Purchase details and declaration
Date and price of purchase, seller's details, signed and dated declaration that the information is correct.
The form is a fillable PDF, but it must be printed in BLOCK LETTERS and signed in ink before your NCTS appointment. NCTS staff will not register the vehicle without a properly completed paper copy on the day.
VRTVPD1 — For Motor Traders Only
VRTVPD1 is the equivalent form for authorised dealers holding a TAN (Trader Account Number). Same backbone as VRTVPD2 plus the trader-specific data Revenue needs: the TAN itself, the Revenue Customer Number, and information on the trader's vehicle disposal records. Don't use VRTVPD1 if you're a private individual — your application will be rejected.
Download VRTVPD1Documents That Must Accompany Your Form
Submitting the right form is necessary but not sufficient. Revenue requires the following alongside VRTVPD1 or VRTVPD2:
Customs declaration
Mandatory for all UK imports since 1 January 2021.
Foreign vehicle registration certificate
V5C for UK, V5CNI for NI, equivalent elsewhere. NCTS keeps the original — copy it for your records first.
Purchase invoice
Showing date of sale clearly.
Proof of address
Recent utility bill or bank statement. A TV licence does not count.
PPSN evidence
P60, P21 or any other Revenue document showing your number. Returning emigrants: apply via MyWelfare.ie before booking the appointment.
Evidence of date of entry into Ireland
Ferry ticket, shipping receipt, SAD number. Required if more than 30 days passed between purchase and registration appointment.
Certificate of Conformity (COC)
Required for new vehicles.
CO₂ emissions documentation
Without it, Revenue charges VRT at the highest applicable rate (41% for Category A passenger vehicles).
For vintage vehicles 30+ years old, an enthusiast club declaration replaces the standard registration certificate if originals are unavailable.
Common Mistakes That Get Forms Rejected
The same patterns recur every week at NCTS centres:
-
1
Wrong statistical code.
Transcribe the code from your calculator output exactly as shown. A single wrong digit changes the OMSP and contradicts your estimate at registration.
-
2
NEDC CO₂ submitted instead of WLTP.
For pre-2018 imports, ensure the COC shows a WLTP figure. Revenue defaults to the maximum 41% rate when no acceptable figure is provided.
-
3
Form printed double-sided.
Revenue requires single-sided printing for both VRTVPD forms. Check your printer setting before driving to NCTS.
-
4
Form unsigned.
The signed declaration is the legal core of the form. Without ink signature, the form is incomplete and rejected on the day.
-
5
Photocopy of the foreign registration certificate brought, not the original.
The NCTS centre cannot accept copies — bring the original V5C and photocopy it for your own records before the appointment.
Frequently Asked Questions
What if I lose the form before my appointment?
Re-download a fresh copy from this page or revenue.ie. There's no penalty for using a newly printed form on the day.
Do I need a separate form for VAT and customs duty?
The customs declaration is a separate process handled before VRT registration. VAT is calculated by Revenue at the NCTS appointment based on the customs declaration and the VRTVPD form data — no extra form to fill yourself.
What's the difference between RF100 and VRT forms?
RF100 is for motor tax (the annual road tax disc), not VRT. After Revenue registers your vehicle and issues the VRC (Vehicle Registration Certificate), you use RF100 to apply for your first motor tax disc.
I'm transferring residence to Ireland from another EU country. Which form?
Submit a Transfer of Residence (TOR) request via MyEnquiries on revenue.ie. Eligibility is governed by Revenue's TOR scheme, which applies a personal use and ownership condition before transfer of residence — Revenue confirms eligibility based on your supporting documents.
Can I get help completing VRTVPD2 over the phone?
Revenue's National VRT Service does not walk applicants through the form line by line. For specific questions, send a query through MyEnquiries on revenue.ie. NCTS centre staff can clarify on the day if a section is incomplete, but they cannot pre-validate a form remotely.
Can I submit forms by post?
No. VRT forms must be presented in person at the NCTS centre at your scheduled VRT registration appointment. Booking is online via ncts.ie.
What happens after I submit the form at NCTS?
The NCTS officer enters the data into the Revenue system, calculates the final VRT, and takes payment on the day. The Vehicle Registration Certificate (VRC) is posted to you within a few working days. You then have your Irish registration number assigned and can apply for motor tax via RF100.
Where do I find these forms on Revenue's website if I prefer to navigate from there?
Revenue does not have a single hub page for VRT forms. The PDFs live under revenue.ie/en/vrt/documents/vrt/. The links in our table point directly at the current versions hosted by Revenue.
